Never heard of the Naval Officer, but Jeffrey Dahmer was a serial killer in Wisconsin.
There was a serial killer called Jeffrey Dahmer roaming the USA in the 1990's, most of his killings were in Milwakee. To the best of my knowledge he was not in the navy, but he was in the army, i think he was either a nurse or a cook, i keep getting him mixed up with Dennis Nilsen (a very similar killer from the UK). He never served in a war, but he did get posted in Germany for a while. That's the key bits, but wiki or google can probably tell you more. Is that the right Dahmer?
